Governor of Maine. He was educated in Portland and went into business, rising to President of Maine's Randall-McAllister Company, a major retail coal dealer. He was also involved in banking, serving on the Board of Directors of the Casco National Bank and the Portland Trust, Merchants Trust, and United States Trust Companies. A Democrat, in 1901 he was elected to a term on Portland's Board of Aldermen. From 1903 to 1905 he served in the Maine House of Representatives. In 1904 he was elected to the Maine Senate, serving from 1905 to 1909. From 1911 to 1914 he served as Portland's Mayor. In 1914 he was elected Governor, taking advantage of a Republican-Progressive split to win a three way race. Curtis served one term, 1915 to 1917 and was an unsuccessful candidate for reelection in 1916, after which he returned to his business interests. In 1922 he was an unsuccessful candidate for the US Senate.
