U.S. Congressman. He graduated from Brown University, in 1787, studied law, was admitted to the bar in 1790 and practiced law in Providence, Rhode Island. He was clerk of the Rhode Island Supreme Court, (1790-93) and Rhode Island Secretary of State, (1798-1819). In 1819, he was elected as Republican to the Sixteenth, Seventeenth Congresses and reelected as an Adams-Clay Republican to the Eighteenth Congress, serving until 1825. After his final term, he was Chief Justice of the Rhode Island State Supreme Court, (1826-35).
