Baker was born March 13, 1947, in Burlington, Iowa.
He attended Burlington Community College and Cerro Coso Community College, earning an associate's degree in arts and science. He served in the U.S.Navy from 1967 to 1970.

He was an electronics techinical at the Naval Air Warfare Center, Weapons Divison, until his retirement as DP-3 in 1998. He received numerious letters of apprecation from the commander of NAWCWD and NAWS.

He enjoyed bowling and traveling. He will be remembered as a father and grandfather who inselfishley provided for his children and granddaughter.

Baker was preceded in death by his parents, Vernon and Mary Baker, and a brother, Vernon G. "Tony" Baker in 1998.
