U.S. Congressman. He graduated from the law department of National University, Washington, D.C., in 1905, was admitted to the bar in 1907 and practiced law in Washington, D.C. He joined the investigative agency of the Department of Justice, which later became the Federal Bureau of Investigation in 1910 and moved to Norfolk, Virginia, in 1912. There he served as chief of the F.B.I. for Virginia, North Carolina, West Virginia and part of Maryland until after World War I. He was a member of the Virginia State Senate (1940-44) and in 1938 was elected president of the Piedmont Baseball League for nine years. In 1944, he was elected to the Seventy-ninth Congress, serving until 1947. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death at age 73.
