US Congressman. Born in Brooklyn, New York. Felix was a Representative of New York. He attended the common schools. In later years he became a manufacturer of iron pipe and a consulting engineer. He was president of the board of supervisors in 1858, and appointed by Governor Tilden to be a member of the board of commissioners from New York to the Centennial Exhibition at Philadelphia in 1876. He was also elected as a Democrat to the Forty-eighth and to the three succeeding Congresses from March 4, 1883 to March 3, 1891. From December 1883 to March 1891, Felix missed 776 of 1,533 roll call votes, which is more than half of the votes. It is worse than the median of thirty three percent among the lifetime records of representatives serving in March 1891. He declined candidate for renomination in 1890.
