Civil War Union Brigadier General, US Congressman. Born in Jefferson county, Kentucky, he was a lawyer who had served at different times on branch of the State Legislatures of Indiana (1849), California (1851) and Iowa (1858 to 1860). With the start of the Civil War, he was practicing law in Iowa, when he was commissioned Aide-de-Camp to Governor Samuel Kirkwood, with the rank of Lieutenant Colonel of Cavalry. In July 1862, he was made Colonel in command of the 18th Iowa Volunteer Infantry and participated in major campaigns from Sedalia, Missouri, to Springfield and other points into Northern Arkansas. For his able and faithful services in Missouri and Arkansas, he was promoted Brigadier General in the winter of 1864, in command of the District of South West Missouri and at the close of the war, he was at Fort Smith, Arkansas. After the war, he was appointed by President Andrew Johnson as United States Assessor of Internal Revenue and served from 1866 to 1869. In 1871, he was elected as a Liberal Republican to represent Arkansas' 3rd Congressional District in the United States House of Representatives, serving to 1873. Not a candidate for renomination, he lived in Washington D.C. until his death.
