1st Prime Minister of Malta. He served as prime minister from October 26,1921 to October 13, 1923. Prior to becoming prime minister, he attended schools overseas and the French Military academy. After returning to Malta, he started a business career in tobacco and was soon appointed Director of Cousis Cigarettes. He also served as consul of Japan in Malta and President of the Chamber of Commerce From 1914 to 1925. A member of the Maltese Political Union, he elected a Senator in the first Maltese Parliament in 1921. As prime minister, he is best remembered for proclaiming Roman Catholicism as the official religion of the country, for his administrative ability and sense of tolerance.
