Statesman. He was the second Prime Minister of Malta. He served from 13 October 1923 to 22 September 1924. Prior to serving as prime minister he graduated in Law from the Royal University of Malta in 1901 and started a career as a lawyer in civil and commercial law. After a long and successful law career, he was elected to the Maltese Legislative Assembly at the 1921 election on the list of the Maltese Political Union. He was made Minister of Justice in October 1922 and one year later prime minister. After leaving his post as prime minister he was appointed a judge of the Superior Courts. He is best remembered as a consummate politician, skilled jurist, and a democratic gentlemen even by his opponents. While a judge he succumbed to complications after an attack of acute appendicitis.
