Fraternal twin of Gerald Hamilton Peters, born in Charlottetown, Prince Edward Island on November 8, 1894 to Frederick & Bertha Hamilton Gray Peters.
His father, a barrister, was the Honorable Frederick Peters, Premier of Prince Edward Island from 1891 to 1897. Noel's father established a law firm in Victoria in partnership with former colleague, Sir Charles Hibbert Tupper, and Peters and Tupper built homes next door to each other in the Oak Bay district of Victoria.
Noel's mother, Bertha Gray, was the youngest of five daughters of Prince Edward Island's Father of Confederation John Hamilton Gray and his wife Susan Bartley Pennefather.
Noel had an older sister, Mary Helen Peters Dewdney (1887-1976), and two older brothers: Frederick Thornton (1889-1942); John Franklyn (1892-1915) and his fraternal twins Gerald Hamilton (1894-1916); and a baby sister Violet Avis (1900-1905.)
According to relatives, Noel Quintan Peters suffered from a learning or mental disability since birth, which made his life miserable and caused a fracture in the family. After numerous transfers in the army because he was rejected by fellow soldiers, Noel was accepted for the Forestry Corps in 1917. Following the tragic deaths of Violet in 1905, Noel's twin, Gerald, and older brother, Jack, in 1915 and 1916, Noel's mother had a breakdown and went to live with her daughter, Mary and son-in-law Edgar in Nelson. Soon afterwards, his father died suddenly, and Noel became estranged from his remaining family. He moved to Vancouver where he worked as casual labourer and lived alone until his death. Noel died at Shaughnessy Veterans Hospital in Vancouver in 1964 and was buried on July 6th at Victory Memorial Park, formerly Veterans' Memorial Park, in Surrey.
