Politician, Military Figure. He was a professor at the Escuela Superior de Tepic. In 1904 he arrived in Sonora, where he learned about the Yaqui War and the problems of the workers. There he became leader of the workers, and together with Manuel M. Diéguez founded the Unión Liberal Humanidad. In the Cananea Strike of 1906 he was one of its leaders. He was arrested and sent to San Juan de Ulúa, with a 15-year prison sentence. He was released in 1911, after the Maderista triumph, and returned to Cananea, collaborating in the reestablishment of the Unión Liberal and in the election of Manuel M. Diéguez as municipal president. He was interim governor of Colima for two brief periods: from December 24, 1914 to January 6, 1915 and from March 18 to April 16, 1917. He was a deputy to the constituent congress in 1917 to draft a new constitution.
