President of Colombia. A member of Colombia's Liberal Party, he served as president from 7 August 1958 to 7 August 1962. He also served briefly as acting president from 1945 to 1946. Prior to becoming president he attended the Colegio Mayor de Nuestra Señora del Rosario and for a time the National University of Colombia in Bogotá. He initially studied politics but changed to journalism. In 1929 he was elected deputy assemblyman on the Bogotá city ​​council. In 1930 he became Secretary of the Executive Committee of the Colombian Liberal Party and in 1931 he was elected to the Colombian Chamber of Representatives. He served as minister of government three times between 1935 and 1945. He was the 3rd Colombia Ambassador to the United States. He served in several ministerial positions including Minister of National Education of Colombia and Minister of Foreign Affairs of Colombia. He was the 1st Secretary General of the Organization of American States from 1948 to 1954. He is best remembered for establishing international relations with the United States and developing a friendship with John F Kennedy and creating the Alliance for Progress. After retiring from the presidency, he acted on several occasions as head of his party and worked on his journalistic pursuits.
