President of Uruguay. He served on two separate occasions. First, from March 12, 1854 to September 10, 1855 and second, from February 20, 1865 to February 15, 1868. He also served as one of the rulers of Uruguay known as the Government Triumvirate between September 25 , 1853 and March 12 , 1854. Prior to becoming president, he was in the military and fought in numerous conflicts. In 1839 he was named by the Colorado political chief of the San José department. He also was a leading member of the Colorado Party. He is best remembered for approving the Commercial Code, the first telegraphic connection with Buenos Aires was made and the central building of the postal administration was initiated. The civil code was approved and the first line of horse -drawn trams was launched . Another achievement of his government was the granting of the first concessions for the construction of the railway lines. Four days after the end of his term, he was assassinated in Montevideo by a group of unknown men. One of the nineteen departments of Uruguay is named after him.
