German Statesman. He served as mayor of Frankfurt from 1879 until 1887 and as Prussian Minister of Finance from 1890 until 1901. Born Johann Franz Miquel, he became a member of the Communist League while studying law at the Universities of Heidelberg and Gottingen and was active in the German political revolutions from 1849 to 1850. When he began his law practice in 1850, he distanced himself from the Communist movement and in 1863 he was elected to the Hanoverian parliament as a Liberal and to the Prussian parliament four years later. In 1887 he was the chief agent in the reorganization of the National Liberal Party. After he became the Prussian Prime Minister of Finance, he reformed the taxation system but his attempt to reform the system of imperial finance failed which tarnished his reputation. In January 1897 he was given the title of nobility and was awarded the Order of the Black Eagle. He died four months after leaving office, at the age of 73.
