He joined the Colorado political party and earned a reputation in politics. In June 1913 he was appointed Minister of Public Instruction. He was Interior Minister from 1915 to 1916. He then served as Foreign Minister enjoying immense popularity, especially in the United States. He was then elected President. He is best remembered for pursuing economic stability and his warm relations with the United States. After leaving the presidency, he remained active in politics and became the 6th Prime Minister of Uruguay serving from March 1, 1929 to March 1, 1931. In 1933 he attempted to lead resistance to the new President. Realizing no success, he committed suicide.
