Statesman, 11th President of Ecuador. He served from 8 September 1876 to 14 January 1883. Prior to becoming president he served in the military. He graduated from military college in 1847 as a second lieutenant advanced quickly in the ranks to become a general in 1866. He served as Minister of War and Navy from 1865 to 1867. In 1869 he organized an overthrow of the incumbent president that was not successful. He was forced into exile and he moved to Europe. He returned to Ecuador in 1875 and organized another government overthrow. This time he succeeded in deposing the current president by a military coup and installing himself as president. Despite internal political turmoil, he is best remembered for reopening the University of Quito, construction of the Sucre National Theater, providing free elementary schools, new railroad construction, and maintaining neutrality during the War of the Pacific. Near the end of his term, in 1882, he sought to perpetuate his presidency and his government gradually adopted non-constitutional practices and he exhibited dictatorial behavior. This motivated a growing discontent towards his policies among the conservative and the liberal ranks. He was forced from office and exiled in 1883. He was allowed to return to Ecuador in 1904.
