U.S. Congressman. After graduating from Baldwin University, in 1876, he studied law, was admitted to the bar and commenced to practice law in Elyria, Ohio. He was prosecuting attorney of Lorain County, Ohio, (1884 to 1990) and judge of the court of common pleas of Lorain County, (1900 to 1903). In 1904, he was elected as a Republican to the Fifty-eighth Congress to fill the vacancy caused by the death of William W. Skiles and reelected to the Fifty-ninth Congress, serving until 1907. An unsuccessful candidate for reelection, he resumed the practice of law, engaged in literary pursuits and was again elected in 1922 judge of the court of common pleas, serving until his retirement in 1935.
