At the foot of the high rock is a bronze relief of the shipwreck of the Rusalka at the foot. The monument is surrounded by cast-iron pillars and lamp posts connected with chains. On the pillars are the names of the 165 deceased seamen. The lamp posts have the Russian imperian eagle.

The Rusalka Memorial was erected on 7 September 1902 to mark the ninth anniversary of the sinking of the Russian warship Rusalka (Mermaid), which sank en route to Finland in 1893.
The model for the angel was the sculptor's housekeeper Juliana Rootsi, whose grandson was the noted Estonian politician Tiit Madi.
