Charlotte was born to Frederick Martin Phelps and Agnes Marie Randolph. She grew up in Newark, Arcadia Town, Wayne Co., New York and attends schools there. She then attended University of Michigan in Ann Arbor, Washtenaw, Michigan. She became an Englsh teacher at Ferndale High School in Ferndale, Oakland, Michigan for over 40 years.
She married Glenn Charles Richards and lived on Walnut Lake in Birmingham, Oakland Co., Michigan. Her little brother John also eventually moved to the lake 4 houses down the street from her.
After Charlotte's retirement in late 1960's, she and her husband Glenn moved to live in a house on a lake in Sun City Center, Hillsborough, Florida. When her brother John retired, he and his wife also moved - again, 4 houses from their house on a lake.
She was an avid bridge player.
She and her husband had 2 daughters and several grandchildren and great grandchildren.
