Edward F. Lissman was born in Sheffield, England and was educated there at the Yeshiva and Firth College. At the age of nineteen he came to the United States and undertook his first rabbinical role in Brooklyn at the B'nai Shalom Temple. After serving in other Jewish houses of worship in New York City, he founded the Riverside Synagogue in 1922. A plaque from the FDNY Naer Tormid Society was placed there in his honor.

Rev. Dr. Lissman was appointed City Chaplain in 1914 serving the Department of Sanitation. In 1918 he became an honorary Chaplain in the FDNY. The appointment was "honorary" and unpaid because the budget only allowed for four chaplains as were already on staff. But on January 1, 1930 he was appointed as the first Jewish Chaplain of the FDNY by Mayor James J. Walker. He served the Department in that capacity until his death on July 29, 1962.

In 1950, the FDNY Naer Tormid Society, founded the town of Lake Waukeeba in Connecticut as a summer community for Jewish New York City Firemen. A plaque was dedicated to them there in 2002. Dr. Lissman served as its Chaplain for his entire career with the Department.

Senior Chaplain Lissman was given a Departmental funeral and was buried in Mt. Carmel Cemetery in Queens with his wife Hannah.
