David P. Hadden is best known for his service to the city of Memphis after the 1878 yellow fever epidemic, for his beloved mule Hulda, whom he rode through the city during his cleanliness inspections. Also for inventing the Hadden Horn, a bell shaped device into which dice were placed for the insurance of a fair gamble. He was president of the taxing district when the Memphis lost its charter to the yellow fever deaths. When he opened his police court each morning by announcing, "The show is on".
