Journalist, Satirist. He wrote "The Nasby Letters" under the pseudonym "Petroleum Vesuvius Nasby". The Nasby character was portrayed as an ignorant, violent, prejudiced pro-slavery supporter. These letters were often fancied by politicians and Union supporters during the Civil War. President Abraham Lincoln was often said to stop cabinet meetings to read aloud Locke's column. Once the Civil War ended he began to write more "Nasby Letters" as satiric propaganda for other causes.
