A "oyatoi gaikokujin" (hired foreigner) for Ministry of Public Works, Department of Telecommunication. He arrived in Yokohama on Feb. 21, 1875. Made responsible for the installation of the telegraphic line between Yokohama and Kobe. His contract was prolonged in 1877 to 1880 to complete the project and to train the operating staff. It is said he transmitted the first report personally from Yokohama to Kobe in 1880.

In 1881 he was employed with H. MacArthur, ship broker and customs agent. From 1882-1886 he was an independent customs agent. From 1887-1891 he worked as commission agent and an agent of the Sitt & Scott parcel express service. From 1892-1901 he was employed with the Nippon Yûsen Kaisha, Yokohama branch office. From 1902 on, he worked for his son Tom at J. W. Hall.

Married Lydia Dale in 1866 in Little Ouseburn, Yorkshire.
