U.S. Congressman. He was employed in a bank, graduated from the law department of West Virginia University, in 1896, was admitted to the bar and commenced to practice law in Parkersburg, West Virginia. He was prosecuting attorney of Wood County, (1900-04) and judge of the fourth circuit court of West Virginia, (1904-12). In 1913, he was elected as a Republican to the Sixty-third and Sixty-fourth Congresses, serving until his death.
