U.S. Congressman. Attending general education schools, he studied law, was admitted to the bar and commenced to practice law in Boston, Massachusetts. He was president of the Boston Common Council, (1896-97) and chairman of the board of aldermen in 1898. In 1901, he was elected as a Democrat to the Fifty-seventh Congress, serving until 1903. An unsuccessful candidate for reelection, he resumed the practice of law in Boston, Massachusetts, served as consul of Russia, (1912-19) and was decorated by Nicholas II, the Czar of Russia. He was also made a member of the Knights of St. Anne, director of the Port of Boston, Massachusetts, (1911-16) and special attorney for the Maritime Commission in Washington, D.C., (1938-39).
