U.S. Congressman. Born in Brooklyn, New York, he graduated from St. Francis College, in 1880 and then became successful in the marine insurance and shipping business. He was a member of the New York Senate Assembly (1896-98) and served in the New York State Senate, (1899-1918). In 1919, he elected as a Democrat to the Sixty-sixth Congress and to the next twelve succeeding Congresses, and held office until his death at age 75 in Washington, D.C.
