Lillian was born to German immigrants in Wisc. She was a young teacher in 1901 when she married Harold Peres Proctor, a Viroqua lawyer . On Sept 17, 1924 Lillian ran for WI State Assembly for Vernon County as an independent, supporter for Robt. M. Lafollette for president, and advocate of prohibition. She ran unsuccessfully against A.E. Smith, noted KKK leader. However, she had carried 26 out of 31 precincts.-a strong showing for a woman only a few years after the 19th amendment was passed. She became a businesswoman having her own store before moving to La Crosse where she operated a yarn business, making and selling hand-knit children's clothing.
