Wallace was born in Painesville, Lake County, Ohio. Wallace left Ohio with his father, William for Illinois and then settled in Salem, NE. Wallace was also a former mayor of Falls City, a Sherriff and was one of three men appointed by the Territorial State Senate in Lancaster City (now Lincoln) to purchase and oversee the building of the state's first State Penitentiary a condition necessary for Nebraska to enter the union and become a U.S. state.

Wallace had served during the U.S. Civil War in the Union army as a Quartermaster and then earned the rank of Captain.
