Lieutenant General Sir Howard Douglas, 3rd Douglas Baronet of Carr, GCB, GCMG, FRS. Son of Rear Admiral Sir Charles Douglas, 1st Douglas Baronet of Carr, and his second wife Lady Sarah (Wood) Douglas. Married firstly Catherine Normandeau Deslauriers in 1796 and they had one daughter. Married secondly Ann Dundas in 1799. They had eleven children. he entered the Royal Military Academy, Woolwich, in 1790. He was commissioned Second Lieutenant in the Royal Artillery in 1794. Later he was an English army general, author, colonial administrator and Member of Parliament for Liverpool.
