Educated at Dalhousie University, then studied law with his brother William and was called to the bars of Nova Scotia and of Prince Edward Island in 1838. Attorney General of Prince Edward Island 1851-1853 and 1858. Charles declined an offer of knighthood in 1858. He received an honorary LLD from Newton University. He was appointed Judge of Probate 1852 and Judge in Bankruptcy in 1868. Charles was elected to the Island Assembly in 1840, the Legislative Council 1840-1863 and its president 1853-63. He was instrumental in establishment of responsible government, achieved in 1851 for PEI. He served as administrator of the Colony of Prince Edward Island for four years and briefly in 1859. -WikiTree
