James was born to William and Phebe Babcock in Rhode Island. He eventually went out to California and was in the restaurant business. He married the widow Louisa Emma (Bilicke) McHenry. then he was in the great San Francisco earthquake and fire. No one heard from him for over a year. The his family received a letter from him in 1908.
Then in 1919 he decided to travel to Europe by way of the Panama canal and through the Mediterranean because he was ill and wanted treatment. He "failed at his attempt to restore his health." on the way home he became delirious and made his way to the bow of the boat and "fell overboard."
