President of Columbia. A member of Columbia's Liberal Party, he served as president from August 7, 1966 to August 7,1970. Prior to becoming president, he studied at the La Salle Institute in Bogotá and later studied jurisprudence at the Universidad Nacional de Colombia. He earned his Law degree in 1930. Entering politics, he was elected to the state senate of Cundinamarca and later as a congressman in the house of representatives. In 1932 he was appointed General Comptroller. From 1938 to 1944 he served as Minister of Finance and Public Credit of Colombia on three separate occasions. He ran for president in 1944 but was unsuccessful. He was a Senator of the Republic of Colombia for for Bogotá from July 20, 1958 to July 20, 1966. He was then elected president. He is best remembered for modernizing the country and boosting the economy by substituting imports, assembling automobiles and supporting the export of flowers and bananas. He lost the election of 1970 amidst allegations of fraud. After leaving the presidency, he was appointed by the United Nations as chairman of the committee for agrarian reform until 1972.
