Prime Minister of Luxembourg. A member of the Democratic Party (DP), he served as prime minister from June 15, 1974 to July 16, 1979. Prior to serving as prime minister, he participated in resistance activities during the German occupation and spent several months in prison. He then attended college in Lausanne and Paris receiving a law degree. He began his law practice in Luxembourg in1955. He entered politics in 1959 and was a member of the European Parliament from 1959 to 1969. He was Chairman of the Democratic Party from 1962 to 1969 and From 1961 to 1963 he was Deputy Mayor for the City of Luxembourg. He then served as Foreign Minister and Foreign Trade Minister of Luxembourg from 1969 to 1980 and Minister of Economics from 1977 to 1980. He was also President of the United Nations General Assembly from 1975 to 1976 for its 30th session. He is best remembered as a strong advocate of European integration. After leaving the post of prime minister, he was made President of the European Commission serving from January 20, 1981 to January 6, 1985. During his term of office, the Commission continued to expand its power. After leaving the Commission Presidency in 1985, he went into the private sector. He was chairman of Luxembourg's largest media company and president of the Banque Internationale à Luxembourg from 1985 to 1999. He also remained active in international affairs and becoming president of the Liberal International.
