Prime Minister of Romania. A member of the Romanian Conservative Party he served as prime minister on two occasions. First, from 11 April 1899 to 7 July 1900 and second, from 22 December 1904 to 12 March 1907. Prior to becoming prime minister he earned a law degree and a Doctorate in Judicial Science. From 1862 to 1866 he worked in judicial institutions, was a judge and a member of the court of appeals. He served as Mayor of Bucharest from 1869 to1870. He served as Romanian Minister of the Interior, Minister of Finance, Minister of Public Works. He also served as President of the Romanian Chamber of Deputies and President of the Romanian Senate. He is best remembered for his role in development of the railway network and implementation of work on bridges and roads of the country.
