Mexican Revolutionary, Military, Politician. Cándido Aguilar Vargas signed in 1910 the Plan of San Ricardo, the first revolutionary program in Veracruz. He was a supporter of Francisco I. Madero, and became a constitutionalist in 1913. He was elected governor of Veracruz from 1914 to 1917, and a deputy to the Constitutional Convention of 1917, of which he was elected first vice president. He served as Secretary of Foreign Relations in 1918 during the tenure of Venustiano Carranza. Aguilar went into exile in the early 1920s, following the rebellion led by Adolfo De La Huerta, but returned to political activity as a federal deputy and senator in the 1930s and 1940s. He retired from the army as a division general.
