Second Prime Minister of Latvia. He served on two occasions, the first from June 19, 1921 to January 26, 1923 and the second from June 28, 1923 to January 26, 1924. He was also Latvian Minister of Foreign Affairs from November 19, 1918 until his death. Prior to becoming prime minister, he was one of the founders of the Union of Latvian Farmers. As a member of his party, he elected to the Constitutional Assembly and the 1st Saeima or parliament. Then, after the resignation of the incumbent prime minister, the President of the Latvian Constitutional Assembly, Jānis Čakste, nominated him for the post of Prime Minister. He is best remembered for his accomplishments in foreign affairs, both as foreign minister and as prime minister. In November of 1920, he went to Rome, Paris and London to negotiate the rightful entitlement of recognition for Latvia. He promoted the recognition of the Republic of Latvia as a subject of international law at the Antante Conference in 1921. He was a supporter of co-operation between the Baltic States, Finland and Poland. He participated in the Paris Peace Conference at the Palace of Versailles as head of the delegation. He died in a car accident on the Tukums-Brizule road near Brizule manor.
