US Congressman, Mayor of Nashville, Tennessee. A member of the Democratic Party, he served Tennessee's 5th Congressional District in the United States House of Representatives (1963 until 1975). He served as the Mayor of Nashville, Tennessee from 1975 until 1987. His father was a railroad employee, Richard excelled at football during his high school years and following graduation, he served with the United States Navy during the closing months of World War II. Upon his return home, he briefly attended the University of Tennessee, prior to assisting his brother in managing a local market. He entered the political arena, when he was elected to the Tennessee State Senate (1958 to 1960). He succeeded Congressman Joseph Carlton Loser and during his tenure in Congress, Fulton supported the Johnson Administration's legislation on Civil Rights and the Fair Housing Act. After becoming Mayor of Nashville, Tennessee in 1975, he spearheaded efforts to revitalize Downtown, Nashville, in addition to upgrading the transit system and setting aside areas for parks.
