His brother was Sir Percy Henry Noel LakeSir Richard Stuart Lake KCMG, 89, was born in Preston, Lancashire, England, the son of Lt.-Colonel Percy Godfrey Botfield Lake and his wife Margaret Phillips.

Lake was elected to the Legislative Assembly of the North-West Territories for the Grenfell district in the 1898 Northwest Territories general election.

He resigned his seat to run in the 1904 Canadian federal election. He was elected in that election in the new Qu'Appelle federal electoral district, and held that seat until his defeat in 1911.

He then went to work for the Saskatchewan Public Service Commission, he held that job until he was appointed as the third Lieutenant-Governor of Saskatchewan on October 18, 1915.

He moved to Victoria, British Columbia after his career in politics and lived the rest of his life there.

He married Dorothy Marion Schreiber Fletcher. They were aboard the SS Athenia when it was torpedoed on September 3, 1939 and survived.

Richard's older brother Sir Percy Henry Noel Lake, KCB, KCMG had an extensive military career; he was a senior commander of the British Indian Army, serving during World War I, and became a Canadian lieutenant-general.
