US Congressman. He served in the United States House of Representatives from the 3rd District of Connecticut from January 3, 1981 to January 3, 1983. He graduated from Hamden (Connecticut) High School in 1956 and later attended both Holy Cross College and New York University where he earned a B.A., M.A., and PhD.. From 1960 to 1963, he served in the United States Naval Reserve. He was an associate professor at Albertus Magnus College in New Haven, Connecticut from 1964 to 1979. During this period, he also served in the Connecticut State Senate from 1970 to 1979. He was president of the Connecticut Conference of Independent Colleges from 1979 to 1980. In 1980, he ran, as a Republican, for a seat in the United States House of Representatives and was successful in the general election against future United States Senator Joseph Lieberman. He served in the House for one term before losing to Democrat Bruce Morrison in 1982. During his House tenure, he was considered a moderate "Gypsy Moth" Republican. He went on to make a unsuccessful run for his old seat in 1984. From 1985 to 1987, he served in the Reagan Administration as an assistant secretary in the United States Department of Health and Human Services. In 1991, he became president of the University of New Haven and served in this post until 2004 when he was named president emeritus. He continued in both teaching and being involved in various political areas for the remainder of his life. He passed away after being diagnosed with a brain tumor.
