Prime Minister of Norway. He served on three different occasions. First, from July 13, 1889 to March 6, 1891, next, from May 2, 1893 to October 14, 1895 and his last term of office from October 14, 1895 to February 17, 1898. Prior to becoming the prime minister, he was a lawyer and tribunal member in Egypt. This experience facilitated his appointment as an international arbitrator. Returning to Norway in 1882, he became acting county governor of Nordland in 1883 and acting Supreme Court judge in 1884. He is best remembered for his negotiating and diplomatic skills. After leaving office, he became county governor of Hamar and then county governor of Hedemarken, an office he held until 1915. He was offered ambassador posts to European capitals, but declined. When the International Court of Arbitration in Haag was established in 1899, he was appointed Norwegian member for the first six-year period. His membership was later renewed for life and in 1925 he was the Court's senior member.
