President of the Republic of Guatemala. He served as president from December 10, 1921 to September 26, 1926. Prior to serving as president, he attended Guatemala's military academy, the Escuela Politécnica. He then had a military career and held several military and political posts. He eventually became General of the Guatemalan Army. He was a member of the Guatemalan National Assembly and minister of public instruction. As minister, he was not satisfied with the current administration and helped in an uprising in 1920. Equally unhappy with the successor administration, he participated in the coup that ousted the government of Carlos Herrera on December 5, 1921. He then became president. He is best remembered for construction of hundreds of miles of railways, his ratification of concessions to the United Fruit Company, and founding the Central Bank of Guatemala, which managed to stabilize the currency and control the rise in prices in an unstable economy. He died in office.
