US Congressman. He served in the United States House of Representatives from the 15th District of New York from January 3, 1975 to January 3, 1983. He attended public schools in Brooklyn, New York and later attended both New York University and City University of New York Baruch School. He served in the United States Navy from 1944 to 1946. From 1957 to 1974, he was a corrections officer with the New York City Department of Correction. During this period, he also served on the New York State Crime Control Planning Board (1972 to 1974) and was a representative to the President's Conference on Correction (1971). In 1974, he ran as a Democrat for the seat representing the 15th District of New York in the United States House of Representatives. He was successful in that year's general election and went on to serve four terms until his seat was combined with the Staten Island-based district of Republican Rep. Guy V. Molinari in 1982. He was defeated by Molinari in November of 1982. During his Congressional tenure, he served as chairman of the House Select Committee on Narcotics Abuse and Control.
