13th and 16th President of the Dominican Republic. He served two different terms in office. First, from August 4, 1865 to November 15, 1865 and second, from August 22, 1866 to 31 January 1868. Prior to becoming president, he studied in England and then started a military career. In 1863 he joined the Restoration War to regain the Dominican Republic's statehood and in 1864 defeated the Spanish troops at La Canela. He was one of the first soldiers of the Republic to receive the rank of colonel and later general. He was elected deputy for San Juan in 1865. He then led a coup d'état against the current government. The country then earned it's independence and he was named Protector of the Republic until the new government was organized. The next year he was elected to the presidency. He is best remembered for helping draft and pass a constitution that allowed universal voting to Dominican men over 18 years of age. He also abolished the death penalty and the expulsion of Dominicans from the country. After leaving the presidency, he returned to politics ten years later as Secretary of War and Navy and Minister of the Interior and Police.
