Roger Davis Gore was the son of Max Gore from Montana and Bertha Mae Staley, the grandson of Wilkie Clark Gore and Lena V Black, both of Texas, Edward F Staley and Laura M Buckley Staley Davis. Husband of Valerie Gay McMenamy of Merced, and father of one daughter.

Roger attended Merced high School before becoming a police officer and Highway Patrol officer for the state of California, following in the footsteps of his father, a Merced County constable.

Officer Gore was one of four California Highway Patrol officers killed in a shootout known as the Newhall massacre during a traffic stop in the Los Angeles area, becoming the 121st officer to lose his life in the line of duty. Roger was the second officer during the incident to be was killed along with Walter C Frago, James E Pence and George Michael Alleyn.

This incident was, at the time, the largest loss of law enforcement officers in a single incident, and led to key changes in law enforcement tactics and training. "The Newhall massacre resulted in a number of changes at the CHP, including procedural changes in arresting high risk suspects and standardization of firearms and firearms training used across the department."
