Otto was born in Logansport, Indiana and also lived in Stanford, Nebraska and Rexford, Kansas before moving to Forrestville, Oregon at the age of sixteen. At the age of 32 (in 1918) Otto joined the U.S. Army in Vancouver, Washington and served in the Tank Corps during World War I. After WWI Otto lived in Casper, Wyoming and later moved to Napa, California. In Napa he worked for Bill Coffield Construction and Mahoney Brothers and at Lincoln School and Victory Hospital. He went on to work and retire from Mare Island as a carpenter in 1946.

Otto was a member of the American Legion and Woodsmen of the World.

He had at least two siblings survive him, Goldie Fry (Newport, Oregon) and Elisha Fields (Portland, Oregon). Also surviving him were four grandchildren and fourteen great-grandchildren.
