Prior to becoming prime minister, he earned a bachelors degree in Philosophy in 1826 at the University of Coimbra. He taught for a few years then became interested in politics. He became Mayor of Horta and later governor of the Azores. In 1834 he was elected to the legislature beginning an active and uninterrupted career that would last for the next 47 years. In 1841 he was appointed Minister of Commerce. Between 1841 and 1870, he managed 19 different ministerial posts. He would also become Ambassador to Spain. He is best remembered for his many accomplishments in each minister post he held over the years and his international achievements. On May 14, 1878, King Luis raised him to Duque de Ávila e Bolama (Duke of Ávila and Bolama), thus making him the first non-noble-born individual so honored, especially in view of the fact that the title of Duke was granted in Portugal solely to members of high nobility and relatives of the Portuguese Royal Family.
