Statesman, 26th President of Ecuador. He served from 1 September to 28 May 1944. Prior to becoming president he was a lawyer and and taught at the University of Guayaquil, eventually becoming rector in 1932. He became active in the Liberal Radical Party, serving as a member of the Junta de Beneficencia. After being active in local politics, he became president of the Chamber of Deputies in 1923 and was elected senator in 1924. Within a few months after becoming president Peru invaded border territory claimed by Ecuador. He is best remembered for the country's defeat in the 1941 border war and his removal from office in 1944. He then left the country, going first to Colombia, then to New York City. He returned to Guayaquil in 1948 to resume his legal practice.
