Statesman, 1st Prime Minister of Brazil. He served in the post on two different occasions. First, from 20 January 1843 to 2 February 1844 and second, from 6 September 1853 to 3 September 1856. Prior to becoming prime minister he studied at the University of Coimbra in Portugal. Returning to Brazil in 1826, he was appointed a judge and later to appellate court justice. In 1830, he was elected to the Brazilian Chamber of Deputies. He was re-elected in 1834 and 1838 and continued in the position until 1841. In 1842 he was elected senator and appointed to the Brazilian Council of State. He then was made prime minister. He resigned to undertake foreign relations work and returned as prime minister. He is best remembered for reforming elections and public credit. He regularized the exchange rate, imposed the banking unit and kept the administration of the Treasury in order. He created Banco do Brasil branches in some provinces and authorized them to raise the Bank's issuance to three times. He died in office.
