Wapner's parents were Samuel Henry Wapner and Anna Kalich from Russia. Wapner was born in Russia. He came to the US in 1906, became a naturalized citizen and earned a law degree from the University of Southern California. He passed the bar in 1922 and became an attorney. He was President of Congregation Beth Israel, the oldest Orthodox synagogue in Los Angeles and was active with several charitable organizations. He married Fannie Friedman and together they had two children, Judge Joseph Albert Wapner and Irene Franklin. Wapner died at the age of 94. He is buried in private entombment at Beth Olam Cemetery in Hollywood.
