Born the eldest of nine children he apprenticed as a watchmaker and from 1865 was involved in the retail jewelry business. Ball married and moved to Cleveland in 1879 establishing the Webb C. Ball Company which would become Cleveland's premier jeweler. He gained fame as a Railroad Time Inspector with offices in Cleveland, Chicago, San Francisco and Winnipeg with responsibility for security of over 175,000 miles of railway tracks across North America. By the late 1880s Ball & Company were marketing their high grade railroad approved watches and in 1895 began using the "Official RR Standard" brand name which is recognized by watch and clock collectors today.
