19th Premier of New South Wales. A member of the New South Wales Labor Party and later, the Nationalist Party, he served as premier from 30 June 1913 to 12 April 1920. Prior to becoming premier, he received his education in England and was apprenticed as a cabinetmaker. He then joined labor organizations and in 1893, he became Secretary of the Railways and Tramways Employees' Union. He went on to become a journalist for the" Grenfell Vedette" and later its owner. From 1896 to 1898 he worked as an organizer for the Australian Workers' Union. In 1900 he began to study law part-time and was then admitted to the bar of the Supreme Court of New South Wales on in 1903. He elected as the Member for Grenfell in the New South Wales Legislative Assembly in 1898 and in 1910 he was made attorney general. He then became leader of the labor party and was made premier. After leaving office, he became a member of the United Australia Party, and served as a Member of the Australian Parliament for Martin 19 December 1931 until his death. He is best remembered for starting a non-Labor government in 1916 after the party split over the issue of conscription.
